Riyadh Ministry Implements Second Phase of Electronic Contract Documentation Service

In a groundbreaking move, the Ministry of Human Resources and Social Development in Riyadh has officially kicked off the second phase of the electronic service for recording contracts related to the localization of operation and maintenance in public entities. This service is being carried out through the Qiwa electronic platform.

Phase Rollout and Monitoring

The second phase of this initiative will target large enterprises, with the third phase scheduled to begin on December 1 and encompass all other sizes of enterprises. The ministry’s main goal is to closely monitor the localization of operation and maintenance contracts within public entities. This will ensure that enterprises are adhering to the designated localization percentages in these contracts.

Supporting Job Opportunities for Saudis

This move is a crucial part of the ministry’s overarching efforts to boost job opportunities for Saudi men and women in the labor market. The Saudi Press Agency has confirmed the positive impact this decision will have on the employment landscape in the region.

Contract Scope and Compliance

The decision applies to enterprises that have contracts with government agencies and companies where the state holds at least a 51 percent stake. This includes a wide range of contracts such as operation and maintenance, city cleaning, road maintenance, catering, and IT services. Enterprises with such contracts are now required to upload all contract data through the localization service available on Qiwa.
