Breaking News: UAE and Japan team up for cutting-edge cogeneration plant in Saudi Arabia!

TAQA and JERA Partner with SATORP for Greenfield Industrial Steam and Electricity Cogeneration Plant

Abu Dhabi National Energy Co., known as TAQA, and JERA Co., Inc, Japan’s largest power generation company, have joined forces to develop a Power and Steam Purchase Agreement with Saudi Aramco Total Refining and Petrochemical Co., or SATORP, a joint venture owned by Saudi Aramco and TotalEnergies.

Development in Jubail

The collaboration aims to build a greenfield industrial steam and electricity cogeneration plant in Jubail, Eastern Province of Saudi Arabia, to provide electricity and steam for the upcoming Amiral petrochemical complex. This complex is expected to host one of the largest mixed-load steam crackers in the Arab Gulf region.

State-of-the-Art Facilities

The Amiral cogeneration plant will feature cutting-edge power and steam generation systems, gas and water receiving systems, and gas-insulated switchgear interconnections to meet strict efficiency standards set by the Saudi Energy Efficiency Centre. Future plans include a carbon dioxide capture plant installation and hydrogen cofiring capabilities.

Ownership and Operation

The special purpose entity responsible for developing the Amiral cogeneration plant will be owned by TAQA, holding 51 percent, and JERA, holding 49 percent. Operating on a build, own, and operate basis for 25 years, with a possible extension of five years, the project will also include operation and maintenance services from an O&M special purpose entity.

Confidence in Delivery

Farid Al Awlaqi, CEO of TAQA Generation, expressed confidence in the project, stating, “The signing of the offtake agreements for the cogeneration power and steam project at the Amiral petrochemical facility… demonstrates the confidence in TAQA’s ability to deliver critical utilities effectively.”

Steven Winn, chief global strategist of JERA, added, “We will be providing stable, highly efficient, clean and reliable power and steam to our customer SATORP. The Amiral Cogeneration plant will enhance operational efficiency and demonstrate our commitment to environmental stewardship.”
