This includes the Royal Commission for Makkah City and the Holy Sites, the Makkah Province Emirate, the Ministry of Culture, the Ministry of Tourism, the Holy Makkah Municipality, the Pilgrim Experience Program, and the General Authority for Endowments.

The development plan for the district is centered on honoring its historic significance, showcasing the Kingdom’s stature, and preserving its role as the guardian of the holy sites.
