Saudi Arabia Implements Strict Measures to Regulate Umrah Permits During Hajj Season

In a bid to streamline the influx of pilgrims during the busy Hajj season, Saudi Arabia’s Ministry of Hajj and Umrah has announced new regulations regarding Umrah permits. Starting from May 24 until June 26, Umrah permits will only be issued to those with a confirmed Hajj permit.

The ministry’s directive aims to ensure that Hajj pilgrims arriving in Saudi Arabia from around the world have a smooth and comfortable pilgrimage experience at the Grand Mosque in Makkah. Individuals without a confirmed Hajj permit will not be eligible for an Umrah permit during this period.

Breaking the rules comes with severe consequences, as the Ministry of Hajj and Umrah warned of hefty fines and penalties for violators. A fine of SR10,000 ($2,666) will be imposed on individuals caught in Makkah and the holy sites without a Hajj permit, with the penalty doubling for repeat offenders. Resident violators may face deportation and a ban from entering Saudi Arabia.

Strict Penalties for Violating Hajj Regulations

The Ministry of Interior also announced penalties for those who violate Hajj regulations and instructions. From June 2 to June 20, anyone caught without a permit in restricted areas such as Makkah, the central region, the holy sites, and transportation hubs will face a fine of SR10,000.

Residents caught without a permit may be deported to their home country and banned from entering the Kingdom for a specified period. The ministry emphasized that fines will be doubled for repeat offenders, urging the public to adhere to the regulations to avoid penalties.

Transporting individuals without a permit is considered a serious offense, with penalties of up to six months in prison and a fine of up to SR50,000. Expatriate transporters may face deportation and a ban from re-entering the Kingdom for a specific period, along with the seizure of their means of transportation.

To report violations, members of the public are encouraged to call emergency hotlines in different regions. With Hajj set to take place from June 14 to June 19 this year, authorities are working diligently to ensure a safe and regulated pilgrimage season for all participants.
